An ex- American diplomat, Dan Fried, observed, "Putin is attempting to derail the momentum toward increased sanctions on Russia." He added, "We'll see on Friday, but the chances of moving toward a ceasefire by pressuring Russia to get serious appear to have decreased."

European Fuel Sanctions and Market Effects
