Emerging Trump Doctrine Points to Europe's Core Issue: A Supposed Lack of Xenophobia?

Throughout his initial presidency, analysts frequently advised that Donald Trump's remarks should be interpreted earnestly instead of word for word. Yet, subsequent events indicate that that formula could have reversed the logic.

An emergent U.S. National Security Strategy alongside multiple comments from U.S. figures, Trump proxies, and Trump himself have precipitated what could be one of the most severe crises for transatlantic unity, the security framework that has sustained stability and freedom in Europe since World War II.

From Burden-Sharing to Civilizational Fear

While Trump's earlier complaint focused on Europe's perceived refusal to fund its own security, his rhetoric has now embraced a far more alarming outlook.

Colored by racism and a staggering disdain for Europe's governing bodies and elected leaders, he has spoken about the risk of civilizational erosion on a continent he barely knows and mostly seen from a distance.

"His recent interview lacking in a consistent philosophy is nevertheless full of another element: the muddled anxiety of an older man facing a changing world."

This paranoid worldview, which has shaped contentious U.S. immigration and law enforcement approaches, is now clearly to be shaping Washington's prism of Europe.

The Racist Core

According to this logic, immigration from developing nations leads to a weakening of European countries, rendering them "weak" under "foolish" leaders and setting the stage for their eventual decline. This is an openly racist theory, with the president's allies making clear their support for far-right movements across Europe.

Although the general thrust of Trump's racial rhetoric is not new, its specific implications for the continent's defense are critically important.

For Trump and his Maga acolytes—including tech magnate Elon Musk, who has called for the breakup of the EU—all politics is inherently transactional. But, while the previous argument was about financial fairness, the new claim is that a decadent Europe is undeserving because of its shift toward multiculturalism.

Weakening from Within

In his interview, Trump joins these ideas in a kind of rhetorical loop. He acknowledges that the Kremlin desires a weak Europe. Trump then declares Europe is weak, and in exposing the fissures in Washington and European capitals, he inadvertently aids Putin by further weakening European unity—all while denying any responsibility.

This dynamic is playing out at possibly the most consequential juncture for Europe in decades, amid a brutal conflict in Ukraine and escalating Russian-hostile actions across the continent.

While Europe draw closer to Ukraine facing persistent threats of American abandonment, the danger is that Trump has constructed a justifying narrative for ignoring his allies.

Reactions from Allies

This situation requires a robust response from European leadership. Although certain figures, such as German Chancellor Friedrich Merz, have been blunt in their rebuttals, others—like British officials—have opted for a policy of seeking to placate the U.S. administration.

On Tuesday, the UK government refused to criticize the president's remarks about Europe or his renewed attack on London Mayor Sadiq Khan.

The spokesperson stated, "He enjoys a strong relationship with the American leader and a good working relationship with the London mayor, and is focused on working with both to achieve better outcomes for the British public."

The undeniable truth is that the president intends what he says and says them repeatedly. It is past time to abandon the pretense that things are different.
